Obama Calls For Reporter Shield Law After Hampering Prior Efforts

WASHINGTON -- The Obama administration asked Sen. Chuck Schumer (D-N.Y.) Wednesday morning to reintroduce legislation that would help reporters protect the identity of their sources from federal officials, a White House official told The Huffington Post.

The scope of the bill and how effective it would be remains unclear, however, given prior administration opposition to a "reporter shield" law.

The request is opportunistically timed, coming just days after it was revealed that the Department of Justice had subpoenaed telephone records of 20 AP phone lines and more than 100 reporters and editors. The White House has faced heavy criticism for the subpoena, though the president has said that he was unaware of it and Attorney General Eric Holder said that he had recused himself from the investigation.

The subpoena, nevertheless, renewed questions over the administration's relationship with the press in general and with the proposed shield law specifically.

During a press conference on Tuesday, Holder said that both he and the president had long supported "a reporter shield law."

"If you remember, back in 2009 during my confirmation hearings, I testified in favor a of a reporter shield law," Holder said. "We actually as an administration took a position in favor of such a law. Didn't get the necessary support up on the Hill. It is something that this administration still thinks would be appropriate."

The actual backstory was more complex than Holder let on. In fact, the Obama administration played a significant role in weakening the reporter shield law under consideration, which led ultimately to its shelving.

In the fall of 2009, Sen. Chuck Schumer (D-N.Y.) and then-Sen. Arlen Specter (D-Pa.) put forward a bill that sought to prevent federal officials from compelling journalists to reveal sources or information under threat of jail time.

The bill would have required prosecutors to pursue every possible avenue for obtaining information without reporters' input before seeking information from them. It also would have required a court to sign off on a prosecutor's effort to subpoena a reporter by balancing the public's right to a free press with prosecutorial interests. It included narrow exemptions for information that would prevent an act of terrorism or a violent crime, and for eyewitness accounts of a crime.

The Obama administration worked to water down the bill by seeking a far broader national security exemption. It would have given members of the administration the prerogative to declare certain types of leaks a matter of national security, and require federal judges to defer to prosecutors' claims that the information involved was indeed an important national security issue.

“The White House’s opposition to the fundamental essence of this bill is an unexpected and significant setback," Sen. Chuck Schumer (D-N.Y.) told The New York Times in 2009. "It will make it hard to pass this legislation.”

Civil liberties advocates also noted that the administration's efforts had a dramatic effect on the bill's propsects for passage.

"They requested a specific exception for national security leaks, and that killed the bill," ACLU Legislative Counsel Gabe Rottman told HuffPost.

A month after the administration objected to the Schumer-Specter bill, the parties reached a compromise that largely reflected the Obama administration's preferences. The compromise also would not have protected reporter notes and other records from a prosecutor's subpoena.

The bill cleared the Judiciary Committee, but was unable to garner the votes necessary to pass the Senate, even though Democrats had a filibuster-proof 60 seats at the time. Members of Congress began debating whether bloggers should receive the same protections as journalists employed by traditional media outlets. When WikiLeaks released its first trove of documents in 2010, the legislation lost its remaining support.

*UPDATE*: 1:30 p.m. -- Brian Fallon, a spokesman for Schumer, told The New York Times that the senator would reintroduce the compromise version of the bill, not the original version that didn't include Obama's edits.

“This kind of law would balance national security needs against the public’s right to the free flow of information," Schumer said. "At minimum, our bill would have ensured a fairer, more deliberate process in this case.”

It's unclear what the compromise shield law would have accomplished in the case of the current controversy over the AP subpoena. The administration, after all, has cited compelling national security concerns as a justification for seizing those phone records.

White House Press Secretary Jay Carney, meanwhile, skirted questions about the dubious timing of the administration's push for a shield law. The president, he said, has long supported such a measure and "does think it is appropriate to resubmit that legislation and try to convert it into law."

"We are glad to see that that legislation will be reintroduced because [the president] believes strongly that we need to provide protections to the media that this legislation will do," said Carney. Reported by Huffington Post 25 minutes ago.

Parkview Gets a New Head Basketball Coach Patch Lilburn-Mountain Park, GA --

Parkview High School is getting a new boys basketball coach next season.

Nick Gast, the associate head coach of Valdosta State University's men's basketball team, will be replacing the Panthers' current head coach, Steve Richardson. Richardson, who held the position at the school from 1986 to 2000 and then in 2012 as reported by the Gwinnett Daily Post, decided to step down from coaching but will still be teaching at the school, according to Parkview's Athletic Director Mark Whitley.

Gast has a strong history with Valdosta. He played at the college from 1998 to 2002, earned his master's degree, and coached at a few other places before coming back to Valdosta in 2007. Last season was his sixth year as associate head coach.

After all the time spent there, he decided a change of pace might be needed, though.

"I thought that going back and coaching high school was something that I really wanted to do," he told Norcross Patch.

He saw that Parkview had its basketball position open, so he applied. "I just knew about the great athletic tradition that Parkview has."

Gast also believes Gwinnett County would be a good area to settle in for himself, his wife, Traci, and their 7-month-old twins. His wife will be teaching at Arcado Elementary in the fall.

While Parkview strives in many of its sports, boys basketball is something that the school lacks. The team won three games last season, and Gast plans on fixing that.

With the exception of last year, Richardson was Parkview's most successful coach in boys basketball, according to the Gwinnett Daily Post. Gast said he shares many of the same qualities as him.

"He's really put in place some good stuff, and really started to build a good foundation," Gast said. "He and I are a lot alike, so a lot of the stuff that he's already started to instill in those players is a lot of the stuff that I'll try to continue to do. I'm really appreciative to coach Richardson and what he's got started."

At the same time, Gast wants to revamp the system slightly to get more personable with the kids. He described himself as being a hard worker who puts much time and effort into everything on and off the court.

"I want to build an entire program," he said. "I don't want to have just good basketball players. It's important to me that we have good students, that we have good citizens, so the way I like to coach is really just to work with those kids to make them as well-rounded as possible and really just build a program that way ... to make them feel like they're a part of something."

He and his family plan on being in the area by the summer so that he can start training with the team. He also will be teaching at Parkview in the fall since he's certified in health and physical education.

"We're excited that we have a college-level coach," said Whitley. "He's young, so he can grow with the team."

Kevin Mansell, Kohl's chairman, president and chief executive officer, said, "After a slow start, sales improved considerably in April as the weather finally improved in our most weather-sensitive regions. Canberra minister Shane Rattenbury treated in hospital after being kicked to the ground by marsupial during morning jog

An Australian politician taking his morning jog through the capital has been attacked by a kangaroo.

Shane Rattenbury, a minister in the Australian Capital Territory government that administers Canberra, said he was jogging along the pavement in suburban Ainslie when he almost collided with an eastern grey kangaroo that had been grazing on a front lawn.

"We both got a nasty fright – and of course when kangaroos are startled they lash out," the 41-year-old said. "As the kangaroo sought to escape, it landed on me, and its claws dug into my leg."

Rattenbury said the 1.4-metre (4ft 7in marsupial knocked him to ground, with the claws drawing blood from two deep scratches on his left leg. His right leg was bruised from the impact of the fall.

The minister was driven home by a passerby who spotted him lying injured on the roadside. He was taken to hospital, where his wounds were cleaned and he received a tetanus jab.

"The nurse who treated me had treated someone before who had been scratched by a kangaroo and ended up with a very bad infection," Rattenbury said. "So she was quite keen to give [the wound] a good clean-out."

When the minister limped into the ACT parliament a few hours after his ordeal he was bemused that many colleagues seemed more concerned about the kangaroo's welfare. "I can assure people that the kangaroo is fine," he said. "It was last seen hopping off into the distance quite comfortably."

Kangaroos are among Australia's best-loved native species, and a kangaroo and an emu feature on the coat of arms. But the marsupials are so numerous around Canberra that the ACT government runs a culling programme that has divided the public.

Rattenbury, a Greens party member, said he accepted the scientific evidence that kangaroo numbers must be controlled around the city.

"Without a predator, kangaroos have increased their abundance and have a detrimental impact on the rest of the ecosystem. The Greens have not opposed that cull," he said. "I really enjoy seeing kangaroos, and we're very lucky in Canberra to have them as part of our neighbourhoods, but I usually prefer to keep them at a bit more of a distance than this."

Kangaroos rarely harm people, although in 2009 one jumped through a bedroom window of a Canberra home late at night and terrorised a family before a householder wrestled it out the front door.

Senior vet Karen Vickers said more the public should remain vigilant as growing numbers of kangaroos were likely to venture deeper into the city's suburbs to feed on freshly watered lawns in the drier months ahead.

The Arnold Newman Prize for New Directions in Photographic Portraiture
Named after the legendary photographer and "Father of the Environmental Portrait," this award recognizes photographers who are creating works that echo Arnold Newman’s iconic style of portraiture. Wayne Lawrence is this year's winner and will receive a $15,000 cash prize and an exhibition at PhoPa Gallery in Portland, Maine.

Marty Forscher Fellowship
This award recognizes students and emerging professionals who have outstanding achievements in humanistic photography. Lisa Wiltse is this year’s professional award winner and will receive a $3,000 cash prize; Eugenijus Bardžius from the University of Wales, Newport, South Wales, is the student award winner and will receive a $1,500 cash prize.

Adobe Breakthrough Photography Award

The first annual PDN Publisher's Choice Award recognizes exceptional and noteworthy work from one of the winners in this year's competition. 'The Voice' Shakeup

Shakira is leaving "The Voice."

The singer, who joined the singing competition as a coach for Season 4, will not return for Season 5 when "The Voice" premieres in the fall on NBC. She confirmed the news to E! Online.

"It was a hard decision for me to make, because I'm really fond of the coaches, the people in production and everybody around me," she said. "And I really enjoyed 'The Voice,' but I also have a musical career and I'm also a mother now and my poor baby's so tired flying such long distances."

However, she's not ruling out an eventual return, and said "we'll see what happens in the future."

Shakira's exit paves the way for Christina Aguilera's return to the swiveling red chair. According to a report, Aguilera will return for Season 5 of "The Voice" and net a $17 million payday.

Egypt 'suffering worst economic crisis since 1930s'

Former finance minister and economist say Egypt is in dire predicament as foreign investment and tourism collapse

Egypt is suffering its worst economic crisis since the Great Depression, the country's former finance minister and one of its leading economists have both warned.

In terms of its devastating effect on Egypt's poorest, the country's current economic predicament is at its most dire since the 1930s, Galal Amin, professor of economics at the American University in Cairo, and Samir Radwan, finance minister in the months after Egypt's 2011 uprising, said in separate interviews with the Guardian.

Since the fall of Hosni Mubarak in 2011, Egypt has experienced a drastic fall in both foreign investment and tourism revenues, followed by a 60% drop in foreign exchange reserves, a 3% drop in growth, and a rapid devaluation of the Egyptian pound. All this has led to mushrooming food prices, ballooning unemployment and a shortage of fuel and cooking gas – causing Egypt's worst crisis, said Amin, "without fear of making a mistake, since the 30s".

"Nobody cares about the poor now," Amin said. During comparable crises in the late 60s, the mid 70s, and the late 80s, Amin and Radwan argued that Egypt's poorest were variously shielded from absolute hardship either by state subsidies, overseas aid, comparatively low unemployment, or by remittances from expatriates in the Gulf states. But now one in four young Egyptians is unemployed, household remittances are low, and there is a shortage of subsidised goods.

"You are talking about nearly half of the population being in a state of poverty," said Radwan, a development economist. "Either in absolute poverty or near-poor, meaning that with any [economic] shock, like with inflation, they will fall under the poverty line." 25.2% of Egyptians are currently below the poverty line, with 23.7% hovering just above it, according to figures supplied by the Egyptian government.

For most Egyptians, rising food prices are the most critical problem. Some goods have doubled in price since last autumn – catastrophic for the quarter of families that already spend 50% of their income on food.

For Hoda Goma, a Cairo architect, the situation is having a serious effect on her two eight-year-old sons. "They're getting worse at school," she said. "They're getting ill more often. They have these black patches under their eyes and their teeth have got worse."

It is down to their diet, Goma explained. She cannot afford to feed them what they need. Six months ago she spent half her salary on food. Now she says it is closer to four-fifths – not because she is earning less, but because rising food prices show no sign of slowing down.

"Prices are on fire," said grocer Walid Ali. Just last week, Ali would buy a kilo of mandarins for four Egyptian pounds – or 40 British pence – from wholesalers, and sell them for six (60 British pence). "Now I buy them for six and sell them for eight."

As a result, consumers are either buying less, or they are not buying at all. "It's impossible," said Ali. "I've lost half my customers. People can only afford to buy basic foods." At his two-storey market in central Cairo, the top floor is now entirely empty. Neighbours said all stall-holders on the upper level had been forced to close in recent months.

Inflated food prices are not a new phenomenon in a country that is the world's biggest importer of wheat, where the population has long risen faster than production, and where up to half of the produce rots in the heat on the way to market. But the recent rate of inflation has been significantly hastened by Egypt's disastrous economic predicament.

Most problematically, the value of the Egyptian pound has fallen by 12% against the dollar since December. For two years, Egypt's central bank had used its foreign currency reserves to arrest the slide – but with those reserves having shrunk by around 60% since 2011, the bank had to abandon the tactic last winter. As a result, the pound's value has this year fallen further and faster. In turn, it has become much more expensive to import foreign goods – catastrophic for a country that buys in 60% of its wheat, and whose farmers also often rely on imported fertiliser, fuel and animal feed.

"They have a serious crisis on their hands," said the EU's envoy to Egypt, James Moran, who noted that Egypt's foreign reserves had fallen from $36bn three years ago to $14.4bn last month. "This gives you less than three months' import coverage – and in an import-dependent economy, this is quite dangerous."

"We are suffering," said Ali Eissa, the chairman of Nahdet Misr, a farm company that grows potatoes and oranges on 3,000 acres across Egypt. "It's impacted most of our fertilisers, machines, tractors – all their prices have dramatically increased."

The pound's devaluation has also made it harder for the Egyptian government to import fuel. The state has subsidised diesel (along with goods such as bread, cooking gas and fertiliser) since the dictatorship of Gamal Abdel Nasser. But with those subsidies now accounting for over a fifth of the Egyptian budget, and with a budget deficit of 13%, the state cannot afford to support the population at the level it once did. As a result, there are daily shortages at pumps across Egypt, long queues – and, at times, fatal fights.

"Last month, we couldn't find any diesel," said Eissa, who was consequently forced to turn to the black market, where he says fuel prices are between 40% and 80% higher than their legal rate. "The worst thing is that most of the black market quantities are mixed with water – which is breaking a lot of our machines. We have to change the filter, get them maintained, stop the irrigation, stop the tractors."

In turn, farmers must sell their crops for higher prices – and with the government also under pressure to cut subsidies, food is therefore increasingly unaffordable for the poorest Egyptians. "The rich can take care of themselves," said Karim Abadir, professor of econometrics at Imperial College, London, and a co-founder of the Free Egyptians, an opposition party. "But the poor of Egypt are really, really poor. Their daily diet is just bread. First of all, that's a terrible diet. Secondly, they're not even going to afford that. And the government has nothing in place to provide them with a safety net when they have to raise prices and cut subsidies."

So far, Mohamed Morsi's Islamist-led government has attempted to keep Egypt afloat with short-term measures. They have accepted loans and grants worth over $5bn from Gulf states such as Qatar, and interest-free fuel handouts from neighbouring Libya. Domestically, they have avoided major economic reforms that might cause short-term upheaval – perhaps fearing similar bread riots to the kind experienced in 1977, when the then dictator Anwar Sadat first temporarily tinkered with subsidies. Instead, Morsi has focused mainly on meaningless initiatives, such as tax rises on peripheral imports such as shrimp and nuts, or closing shops early at night to save electricity. Morsi has also attempted to legalise the controversial sukuk, an Islamist form of government bond that may help to bring in more short-term cash.

"There is no vision, there is no vision whatsoever," said Radwan of the government's current economic ministers. The Egyptian finance ministry did not make any official available for interview.

Along with Amin, Radwan said the initial route out of the crisis was obvious. The government needs to take the lead in restoring calm to the polarised Egyptian street and its tumultuous political sphere. National stability would give investors the confidence to re-open the 1,500 factories that have closed since 2011, and encourage tourists – whose spending was once worth $1bn a month to the Egyptian economy – to return.

"Restore stability, restore tourism, and restore confidence from investors," summarised Amin. Such a process would raise employment, and so lift millions from poverty – gradually allowing the government to end food subsidies for those who would no longer need it.

"It has to be spread over a period of time otherwise the social consequences would be very dire," said Amin. "As you succeed in raising the income of the poor, you [can] reduce the subsidy."

The delivery of a much-delayed $4.8bn IMF loan – and a further $12bn in contingent loans from the EU and elsewhere – depends on Egypt's agreement to such reforms. Without the loan, foreign investment – which has fallen by 56% since 2011 – is also unlikely to return.

Radwan said: "I regard the IMF loan, which I was the first to negotiate, and it was turned down, as the key. Not because of the sum. But because if you sign with the IMF, it means you have a sound financial and monetary programme to get you out of the crisis."

Not everyone agrees. Amin sees the loan as comparatively too small to make much difference in itself. Instead, he suggests Egypt could and should still enact the reforms the IMF suggests without taking on the debt itself. "What is the use of this $4.8bn sum?" Amin asked. "It is a big sum, but it still less than what tourism used to bring you. The conclusion is that the loan from the IMF is neither necessary nor sufficient. Not necessary because by attacking the real problems, you can dispense with it – and not sufficient, because if you don't attack the real problems it doesn't help you very much. It's only short-term relief."

Whatever happens, while politicians prevaricate, ordinary Egyptians are being ever more compromised by the soaring cost of living. Mostafa, a 30-year-old driver, started dealing hashish late last year when his wife became pregnant – realising his monthly earnings, worth 1,500 Egyptian pounds, or £150, would not be enough to feed his enlarged family. "Without the drug dealing, I would only have 300 Egyptian pounds [£30] to pay for everything after rent and food," Mostafa said. "How would I be able to support my new children?"

Economists often predict a so-called "revolution of the hungry", should conditions worsen further. But for Radwan, Egypt is already at that stage: robbery rose 350% in 2012, as Egyptians took wealth redistribution into their own hands.

"The elite sits there saying the revolt of the hungry is coming," said Radwan. "What do you mean it's coming? Are you waiting for a violent, bloody destruction of the Bastille? It's already there."

USA Gets In The Comedy Game

USA is getting in the comedy game with "Playing House" from Jessica St. Clair and Lennon Parham, and "Sirens" from Denis Leary and Bob Fisher.

The two half-hour comedies are the first for USA. "Sirens" and "Playing House" will debut in the first quarter of 2014. USA will begin airing "Modern Family" reruns on Tuesday, September 24 at 8 p.m. ET.

"This is the right time to be introducing half hour original comedies to the USA audience. With 'Modern Family' joining our line-up in the fall, we can leverage television’s most popular comedy to serve as a powerful launch pad for new originals in this genre," Chris McCumber, co-president of USA Network, said in a statement.

“Our new series come from some of the best comedic talent in the business, and reflect USA's style -- with great characters, strong execution and compelling storytelling," Jeff Wachtel, co-president of USA Network, said in a statement.

St. Clair and Parham previously had "Best Friends Forever" on NBC. The two star in their new comedy, "Playing House," about two best friends who come back together when they need each other the most. Parham plays Maggie, an expectant mother who asks her single and career-driven friend Emma (St. Clair) to return home from overseas to attend her baby shower. The two co-wrote the series and will serve as executive producers.

"Sirens" follows three Chicago EMTs whose "sometimes silly, self-righteous and even self-destructive personalities make them unqualified for sustaining relationships, friendships and most occupation."
